Richard Smith is a former professor, private sector executive and Head of Businesses for a large local authority. He led its contract services organisation in successful competitive tenders against the market. He instituted the council’s new internal market budgeting process. It was this experience which later led to him creating Public Sector plc, a partnering initiative based on ‘relational partnering’ now known as ‘Relationalism.’ He contributed to Volume 3 of Bristol University’s Social Determinants of Health series. Working with over 20 councils he organised the Council Consortium Group with its recommendations on changes within the public sector property environment.
